CEA Billable Hours Policy

Associate Membership - This membership provides unlimited HR consultation by telephone and email during regular business hours and access to the CEA website including HR Answers Now. Associate Members do not receive an allotment of bank hours with their membership, but can have work done above and beyond their membership benefits.  When such work is performed it is billed as “excess hours”. Excess Hours for Associate Members are billed at a rate of $190/hour. 

Premier Membership  -  A  full service membership which provides unlimited HR consultation by telephone, or email during regular business hours. Access to the CEA website, including HR Answers Now 24/7.  Plus an allotment of 8 to 15 bank hours depending on employee headcount per anniversary year.  Unused bank hours do not carry over from one anniversary year to another. If a Premier Member exceeds allotted bank hours in a member year, the company will be charged a rate of $160/hour for each excess hour.

Both memberships provide you with immediate phone and email assistance, called “consultation” advice.  However, Premier Members also receive dedicated bank hours. 

Bank Hours/Billable Hours: Bank hours are hours used for work which goes above and beyond providing immediate consultation advice.  Examples of billable projects are not limited to but would include:

  • Research work on a complex wage and hour or labor law issues;
  • Prepare for trainings or representation;
  • Revise or create an employee handbook or policy;
  • Review an employee handbook or other policies for compliance;
  • Provide representation at Unemployment Hearings;
  • Provide representation at Labor Commission (DLSE) Hearings;
  • Develop DLSE, DFEH and EEOC responses;
  • Deliver on-site trainings and audits; and
  • Customize webinars and other trainings.      

Travel Time

One hour of travel time will be billed for each requested or scheduled visit to a members’ location (or other designated location for hearings, trainings, etc) at the same rate as excess hours.
