  Consultation Policy  
     
 

Each CEA member receives annual consultation hours based on the number of its employees. These hours can then be used for company-specific human resources and labor relations consultation, services and training. Consultation hours are included in membership with CEA.* "Company-specific services" are those services provided at a member's facility, other location or by telephone from any location which involves, but is not limited to:

  1. Providing guidance or advice relative to any aspect of a company's human resource or labor relations issue.
  2. Providing advice or representation in any labor negotiation, arbitration, grievance or other hearing or meeting regarding a company's human resource or labor relations issue.
Activities encompassed in the above and charged to a member's consultation hours include, but are not limited to:
  1. Time spent providing advice and/or reviewing and preparing materials necessary in providing the consultation, service or representation.
  2. Attending in person or by telephone any meeting or hearing regarding a company's human resource or labor relations issue.
In calculating the time charged against consultation hours, the following schedule is used:
  1. Premier members have unlimited telephone calls and emails. Grandfathered Associate Plus members are charged a minimum of 10 minutes for each telephone call and email, plus additional actual time, if any. Uncompleted calls are not charged against consultation hours.
  2. One hour of travel time will be charged against consultation hours for each requested or scheduled visit to a member's facility or other location to offset travel costs.
For purposes of calculating time to be charged against consultation hours, the following applies:
  • "Other location" includes, but is not limited to, the place at which a hearing, union negotiation or grievance/arbitration meeting is held.
  • A courtesy call visit to a member's facility by a member of CEA's staff will not be subject to consultation hour charges unless the CEA human resource professional renders consultation or services on company-specific issues during that visit. In the event of the latter, only the actual time spent rendering the services will be charged against consultation hours.


If a member exceeds its consultation hours in a member year, the company will be charged at the current rate of $145 an hour for Premier members and $175 an hour for Associate Plus members, for the time spent by CEA's staff in rendering professional services in excess of the company's consultation hours. In accordance with the law governing nonprofit mutual benefit corporations, consultation hours may not be carried over from one member year to succeeding years.
